evrik, I checked online and couldn't find anything about the origin of the term which was disappointing. Anyway, here are two alt hooks for consideration, alt4 with the overground/underground part suggested:
ALT3: ... that if in Kashmir militants are fish, over ground workers are the water? "... if militants are seen as fish, OGWs are the water that ensures their survival,"
ALT4: ... that over ground workers act as the eyes and ears of the under ground militants in Kashmir? According to the Police Department's Crime Gazette, OGWs "act as eyes and ears of the underground militants",
