Fair use rationale for Image:UCK NLA.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. other Operation Tigers???
[edit]I know of at least one other significant Operation Tiger that deserves an article, but this is all that appears in Wikipedia, it seems. On Apr 27/28, 1944, the Allies held D-Day training at Slapton Sands in England. American soldiers preparing for landing at Omaha Beach were conducting training exercises when German U-boats moved in and sank several ships. 749 Americans died in the most costly training accident of WWII. It was a significant military event, probably more so than the Operation Tiger in Croatia. I'm surprised that it lacks an entry.

Narodnom odbranom APZB Fikreta Abdića-Babe) i sa kroničnim nedostatkom hrane,municije i ljekova, pribjeglo se u prvoj polovini jula 1994.godine obmani neprijateljskih snaga na način da je komanda 5.korpusa u Bihaću iscenirala pobunu jedinica 502. brigade (Tigrovi) protiv Atifa Dudakovića i same komande 5. korpusa.Nekoliko mjeseci ranije, u štab Fikreta Abdića u Velikoj Kladuši ubačen je tzv. "vođa pobunjenika" Hamdija Abdić-Tigar sa ciljem da od srpskih snaga i "autonomaša" izvuče naoružanje i municiju za buduću "pobunu"....Navodna pobuna je počela u ranim jutarnjim satima 07.07.1994.godine... - There seems to be a controversy on whether the operation happened in 1994 or 95. A user unilaterally moved the page, which is a no no. But we can't undo the move until the Operation Tiger is deleted because the article history is now here at Operation Tiger '94. Once Operation Tiger is deleted then we can move it back. Until then provide evidence on when the Operation happened below. -- Esemono (talk) 23:12, 20 May 2009 (UTC)
- I think the problem is bigger than we thought in the first place. It's not about a year of the operation, the name is wrong. It's not Tiger at all, because this operation according to the first sentence was carried out simultaneously with Operation Storm, which happened in 1995 for sure, no doubt. So this article describes smth else, with the Tiger name, and yes Tiger Operation was in 1994, but not about this. Journalist 007 (talk) 16:43, 23 May 2009 (UTC)
