Was indefinite blocking of this editor justified?
[edit]I see that the ClemRutter/Credit page states that "This user is currently blocked. ...04:46, 5 August 2021 Diannaa blocked ClemRutter with an expiration time of indefinite (account creation blocked) (Copyright violations on Northern Ireland Curriculum after final warning)".
Looking at the 5 August 2021 deletion of material I noticed from https://www.academia.edu/1556978 that this is a UNESCO paper. According to https://www.unesco.org/en/publications it is free-access: "...UNESCO decided in 2013 to adopt an Open Access Policy for its publications .... Open Access means free access to scientific information and unrestricted use of electronic data for everyone."
