No Mention Of Heller?
[edit]Jim Cooper was the originator of the bill in the House, but Dean Heller was the originator of the bill in the Senate, and he actually had a bill also called No Budget, No Pay, which didn't include the appropriations bills but otherwise had the same concept even before he and Cooper submitted their bills on the same day in 2011. In 2013, Cooper did submit the bill earlier than Heller by a few days, but I don't think those few days the second time through warrant calling Cooper the originator of No Budget, No Pay without so much as a mention of Heller.
