Are not shareholders members of the public? In which case this definition does not help distinguish NOC from IOC. Surely the definition should be "wholly or partly government owned"? If there are no objections I will change this. Bobcousins 14:08, 23 December 2006 (UTC)[reply]

ENI

According to the definition, the NOCs are wholly or in the majority owned by a national government. However, I understand that ENI is only 30% owned by the Italian government (see article on ENI). So is it really a NOC? 83.137.242.22 (talk) 20:49, 21 February 2011 (UTC)[reply]
