Need better lede
[edit]These sentences in the lede are short of WP's standard of NPOV: "He traveled through many provinces trying to learn the needs of Filipinos. He encouraged agriculture, improved the streets and suburbs of Manila, and succeeded in helping the country." A good new article on the Count's actions - [1] -- Fuzheado | Talk 12:00, 31 December 2015 (UTC)
