Could This Cartoon Be a Reference to the Warner Bros. Cartoon Bosko’s Dizzy Date?

This cartoon and Bosko’s Dizzy Date start out the same (i.e., the main character’s girlfriend calls while the main character is sleeping, then the dog answers the phone, the girlfriend asks the dog to put the main character on the phone, and the main character tells the dog to go away, but the dog still puts the main character on the phone and wakes him up).
