What Happened to these locomotives ?

i've found an image online, here's the link, which shows a bunch, maybe even all, of the locomotives in a decrepit state.

I don't yet know when this image was taken but it seems that sometime during the period 2000-2022 these locomotives were also withdrawn from passenger service.

If anyone has any (sourced) data on when the locomotives might have been withdrawn from passenger operation could you let me know where to find it so i can add it or possibly add it to the article yourself.
