Cost of the Tax Cuts

There's a random line in this article dealing with Fortuno's large tax cuts that says "the average yearly cost of the tax cuts amounts to $1.2 billion." This is actually lost government revenue. Referring to it as a "cost" without clarifying who pays it is very confusing, especially when government spending is a huge issue. You don't "pay for" lost revenue. The $1.2 billion in question actually goes back to the people, so the line in question should at the very least read that "the average yearly cost of the tax cuts TO GOVERNMENT amounts to $1.2 billion."
