What are the criteria for inclusion in this list for a polity? Shouldn't they be written explicitly in the lead? I propose something like: "The criteria for inclusion mean that a polity must disobey the established government and hold any populated or inhabited town, city, village, or defined area that is under the its direct administration or military control" --Whymant (talk) 09:44, 15 February 2021 (UTC)[reply]
I think the lead is pretty clear as it is. Any entity included in the list should include "rebel groups" that "control territory" (meaning administration or military control of any populated or inhabited town, city, village, or defined area). The statement you made about 'disobediance' is vague and imprecise, it would not be useful as criteria as it would leave much to interpretation by editors, and thus WP:OR. - Wiz9999 (talk) 15:08, 18 February 2021 (UTC)[reply]
From what I have read, the Zapatistas (EZLN) are no longer in an armed struggle for independence. They are stable, they seem to have better social services than Mexico itself, Mexico seems to be okay with having them around, and the only threat to them at this point seems to be minor right-wing militias. I think that they should be moved from "Rebel Groups that Control Territory" to "States with Limited Recognition", but I don't want to make this action unilaterally.
