Question on adding minor police officers/other characters?

Fair use rationale?

Good grief, what's with all these posts demanding people justify the use of small, low-resolution screen captures to illustrate the characters? It's fair use because it's not trying to prevent the publishers from making money (does anyone even buy Tahou stuff anymore?). Hell, the images are no substitute for sitting down and reading or watching the manga, anime or drama. Sheesh. Massive Vandalism

I'm not too knowledgeable in this myself else I'd fix it, but what I'm suspecting is the same guy on accounts 58.69.182.193 and 119.95.18.221 has been spamming unintelligible edits on this page for the past month or so, so if anyone is capable of fixing this that'd be much appreciated. Unfortunately I couldn't restore the wiki page for Natsumi Tsujimoto. Which is unfortunate. So as of writing she has no description or page.
