Party composition?

Where the legislature meets
[edit]The lede of this article says "The territorial legislature meets in the capital of Charlotte Amalie on the island of St. Thomas." But there's also a building in Frederiksted on St. Croix with a sign saying Legislature of the Virgin Islands . So does the legislature split its time between the two islands?
