Please adhere to the standard policy of how foreign relation articles are presented

This article has no lead, just a tautological sentence. I've tried to fix this twice but it was reverted due to it not conforming to some "standard policy". It is also obviously standard to have a ~3 paragraph lead. Volunteer1234 (talk) 19:35, 22 September 2017 (UTC)[reply]
