Lead section

This page's lead does not seem to follow the MOS:LEAD to provide a proper summary of the topic's key contents. Instead of being an intro for readers, it is conclusive and does not seem neutral enough. I also don't think the quote from Mother Jones is proper in the lead. I suggest taking out the quote and revising the rest, maybe by briefly summarizing the history as elaborated in later sections.
