Notability template

I suggest to remove the template as I think this person is notable enough. He is a politican who served as a secretary of provincial party committee (governor), and he became member of one of the highest political structures in North Korea, the National Defense Commission (before reformed into reformer State Affairs Comissiob. The article can be further expanded and have more footnotes but it is clear that this person is notable enough to have an article in Wikipedia.
