Yes, it looks like they were the same person. Here in Japanese is a list of Golden Pheasant recipients:
䝪䞊䜲䝇䜹䜴䝖日本連盟 きじ章受章者 [Recipient of the Golden Pheasant Award of the Scout Association of Japan] (PDF). Reinanzaka Scout Club (in jp). 2014-05-23. Archived from the original (PDF) on 2020-08-11.{{cite web}}: CS1 maint: unrecognized language (link)
(原田 憲) is listed as a member of a group consisting of either Prime Ministers or Chairman of the Diet Member Scouting Association ((スカウト国会議員連盟会長)). And here also in Japanese is one saying that the Wolf award went to the Chairman of the Diet Member Association. So it looks like both of the awards mentioned in the Scouting article went to the politician. – Margin1522 (talk) 15:04, 2 December 2016 (UTC)[reply]
