The lead is concise but somewhat short; I'd consider expanding it slightly. Places you could consider adding are Kalhor's disability and his times.

Probably not relevant, but what does "I.R." stand for?

Background

Is "Iran" singular (Iran has) or plural (Iran have)? Regardless, the second sentence ("The nation sent...") should take a singular form.

  - Right now the second sentence states "The nation... have sent," which is grammatically incorrect. It should be "The nation... has sent."
"Sadegh Kalhor was the only athlete sent to Sochi by Iran, as he had been for the three immediately preceding Winter Paralympics." — Consider adding that even in the first Iranian Paralympics, there was only one other person.

I added a caption and alt text to the flag of Iran. How about a photograph of Sadegh Kalhor? If you can't find anything with an appropriate license, I think you could reasonably fair use an image.
