BBNJ treaty

Why is "treaty" not capitalized? Usually capitalization of Names is done in full. I understand that using treaty here not as part of the Name but as an attribut or "noun" would warrant to not capitalize it, but it still looks weird to me. Can we capitalize "Treaty" as well?
