Improvement

For and important district in San Diego, this article seems pretty weak. I was wondering if I could garner interest from fellow San Diegans who would be willing to assist in developing this article. The map of a district of a city should not indicate the entire state. If someone wants to know where it is in California, they should look up the San Diego page. Timeline
