Gave it a quick scrub

I noticed that this article was cited today as a reference in BBC News about the expected new Speaker of the House and that it was in poor shape and totally unreferenced. I posted about it on the politics and US Congress projects then tagged it and tried to clean it up some. Politics isn't my expertise and it needs more polish but I think it looks a lot better then when I found it a few minutes ago. Please fix whatever you can and add good sources.
