Fair use rationale for Image:Truly.jpg

Image:Truly.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Brain surgery?

In the documentary "The Story of Are You Being Served?" broadcast on BBC 2, Jan. 1, 2010, Frank Thornton has a very noticeable and deep dimple in the upper left part of his forehead. I can put an end to this speculation. You are more than welcome to add this to his page. About 20 years ago, Frank bumped his head getting into his car and was at first left with a bruise. Hi

I am one of Frank's grandchildren and would like to request the addition of an official website we have set up for him, http://frankthornton.org.uk

Also, as far as we are aware, he never appeared in Emmerdale Farm. Of course I have no proof to back me up but I can't find much more proof online and it doesn't mention it on his imdb.com page either.
