Old flag and WP:HOAX

I've tried to find WP:RS material on the old flag, but haven't encountered anything at all online. I think it would be necessary to find print archives of regional newspapers from 1997. Presumably everything listed at Venciclopedia (dated May 2006) is true such as that it was adopted in 1997, after a contest, 25 stars represents 25 municipalities, but it is user generated site.

Now to complicate things, in 2008 an anon IP created an article on Spanish wikipedia. It is a copypast of Venciclopedia, but with the date of adoption (1997 changed to 1970) and name of governor (adding a fictitious governor's name). This went under the radar for a long time, the name of the governor was corrected in 2012 and the year of adoption in 2017. Now these WP:HOAXish version have been reproduced online, even on the Falcón state government's official website!
