This article is written in Nigerian English, which has its own spelling conventions (colour, realise, travelled, centre) and some terms that are used in it may be different or absent from other varieties of English. According to the relevant style guide, this should not be changed without broad consensus.
Retain festac for the festival, you can actually merge Festac town with the Festival for Black Arts which occurred in 1977, It was called Festac 77. Also the word festac should not be about 419, I mean the importance is more about the festival than anything else, the town though may be a different subject.
