Colored bands representing Germany (on the ribbon's right side), Italy (on the ribbon's left side), and the United States (in the center of the ribbon) are visible in the ribbon.

I think the author confused the sides of the ribbon. On the right side of the ribbon, for an observer the left side, are the Italian colors green, white and red representing Italy. As for the confusion with Matt Urban's accoutrements. Here's some clarity specific to the European-African-Middle Eastern Campaign Medal:

European-African-Middle Eastern Campaign Medal – The Institute of Heraldry displays the Service Star to be awarded to the European-African-Middle Eastern Campaign Medal (as well as various others), IAW paragraph c, section 13 (European-African-Middle Eastern Campaign Medal), chapter 5 (Service Medals and Service Ribbons) of Army Regulation 600-8-22 (Military Awards), "One bronze service star is authorized for each campaign under the following conditions:"

Campaign stars, though used as slang to describe Service stars, are used to denote US Navy Star Awards (thus the redirection to the specific Wikipedia article).
