Proposal to merge legal content into Personal transporter article

I propose to merge the 'Use and regulation by country' section of this article into a new legal section for the recently created Personal transporter article, along similar content from Self-balancing unicycle, Self-balancing scooter and electric skateboard. This is to avoid duplication and fragmentation of content for various devices that are treated very much the same by the law.
