Carpet and corporate names

On page 48 of this report, and elsewhere, the author admits that there is no certainty that carpet with child labor in entering the United States. A "could be" cannot be rephrased as "is". Speculation is just speculation. Tentative hypothesis by a primary source is not sufficient to synthesize a certainty. Content on organizations and living persons need better conclusive statement in the source. I cannot find any conclusive statement about supply chain logistics in the report.
