Company name confusion

If the company's full name is "CAO Central Allocation Office" - meaning that "CAO" is not simply and abreviation of "Central Allocation Office" then the article's title should be "CAO Central Allocation Office". But if itis indeed the case that CAO is just an abreviation (like "FBI" is just an abreviation of "Federal Bureau of Investigation") then it should stay at "Central Allocation Office".
