When I created this page years ago, my source, Fossilworks, places this in the Ginkgoaceae, citing G. Dietl and G. Schweigert, 2011. However, as I come back to this page, I find out that GBIF and IRMNG place this in the Karkeniaceae, based on a 2015 source. Furthermore, Japanese Wikipedia places this as incertae sedis. However, this 2016 paper [[1]], which includes Baiera, does not seem to include any other Ginkgoales families except Ginkgoaceae.
