This is a biased statement. It is not "some Iranian sources" that maintain that people in Azerbaijan were Persian at the time of Babak Khorramdin, It is all reputable sources that state this. Babak was born in 795 or 798, the Turks migrated to Azerbaijan in the 11th century.
