" is 388 feet (118 m) tall" but wasn't when first constructed? As it reads, the article seems to suggest that the 388 feet made it the second tallest building, but that doesn't seem to be the case based upon the article body

The Borders store replaced its destroyed branch in the World Trade Center" Oh I see now, can you make the connection a bit more direct, maybe like "After the September [...] nearby, Borders Group replaced its destroyed branch in the World Trade Center with a 35,000...?
