On first viewing this seems like a normal national league, but dig a little deeper - ie with reference to the home and away results column in this expanded league table http://www.fifa.com/associations/association=nga/nationalleague/detailedstandings.html and you'll notice something very strange in comparison to the normal patterns of football leagues.
