As with your last nomination, I am going to have to quick-fail this, as the event has not yet taken place. An article about a sports event that has not yet taken place cannot be a good article, just as articles on unreleased films and albums cannot be good articles. In the mean time, some quick thoughts-
- Citation templates are your friends; they help you format the references in a useful way
- Section titles should use sentence case.
- The lead is very short, and does not fully summarise the article's topic.
- Large portions of text (for instance, "Infrastructure and Budget") are completely unreferenced.
Take these thoughts into account and please do not be discouraged, but remember that when the article "specifically concerns a rapidly unfolding current event with a definite endpoint", it cannot be a good article. J Milburn (talk) 17:26, 9 January 2011 (UTC)
