Yuriy Kostiantynovych Maslov (born June 7, 1968, Odesa) is a Ukrainian scholar, pedagogue, statesman and public figure, one of the founders of the "EU Strategy for the Danube Region" implementation in Ukraine.

Biography
[edit]In 1989, he graduated from the Odesa National University of Economics, majoring in "Accounting and analysis of economic activity", obtaining a qualification of Economist.
Since 1993, for 10 years headed the branch of the First Ukrainian International Bank in Odesa, was a member of the Board of the Bank.
From May 2003 to April 2009, he headed the Odesa regional branch of JSCB "Ukrsotsbank", was a member of the Bank's Management Board.[1].
He was the first vice-governor of the Governor of Odesa Oblast[2][3].
In 2006, he was awarded the title of Honored Economist of Ukraine[4].
From August 2009 to March 2010, he worked as Chairman of the Board of the Joint-Stock Commercial Bank Kyiv[5][6].
In 2010, he held the post of adviser to the Minister of Economy of Ukraine.
From February 2011 to June 2011, he worked as Advisor to the Chairman of the Anti-monopoly Committee of Ukraine, Director of the Competition Policy Department of the Anti-monopoly Committee of Ukraine. Until August 2011, he headed the Odessa Regional Territorial Department of the Anti-monopoly Committee of Ukraine[7].
From September 2012 to August 2015, he worked at the K. D. Ushinsky South Ukrainian National Pedagogical University as a professor.
From September 2015 to August 2016, he worked part-time as a professor at the I.I. Mechnikov Odessa National University.
Since September 2016, he was elected by competition to the position of professor at Odessa National Economic University. He worked as a vice-rector for scientific work[8][9][10][11].
Scientific activity
[edit]In 2008, he defended his thesis and received the degree of candidate of economic sciences, majoring in 08.04.01 "Finance, monetary accounting and credit"[12].
In 2015, he defended his thesis "Formation of the modern system of power in the countries of Central and Eastern Europe: principles, mechanisms and prospects for development" and received the degree of Doctor of Political Sciences in the specialty 23.00.02 "Political Institutions and Processes".
In 2016, he was elected by competition as a professor at the Odesa National University of Economics[13][14].
Since 2017, he has been a member of the specialized scientific council D 41.053.06 of the K. D. Ushinsky South Ukrainian National Pedagogical University for the defense of doctoral (master's) theses in the specialty 23.00.02 — "Political systems and processes".
Since 2020, he is an academician of the Academy of Political Sciences of Ukraine[15].
The author of more than 70 scientific papers in domestic and foreign publications[16][17].
Social activity
[edit]Actively supports European integration processes in Ukraine, as well as cross-border and cross-regional cooperation. Since the adoption of the EU Strategy for the Danube Region, he initiated the signing of the Memorandum on Cooperation between Odesa, Ivano-Frankivsk, Zakarpattia and Chernivtsi Oblasts — a strategic document on regional cooperation within the framework of the EU Strategy for the Danube Region. He is part of the Coordination Center for Activities related to Ukraine's participation in the implementation of the EU Strategy for the Danube Region[18].
In 2016, he became head of the deputy group of the Odesa Oblast Council "EU Strategy for the Danube Region"[19]. Author of the "Prospective plan of measures for the implementation of the EU Strategy for the Danube region in the Odesa region"[20].
In 2018, he became the head of the Lower Danube Basin Council at the State Water Resources Agency of Ukraine[21][22].
He is an expert on environmental protection, water resources protection, creation and expansion of NRF facilities in the Ukrainian part of the Danube region[23][24].
In 2017, he became Chairman of the Board of Trustees of the Odessa Museum of Western and Eastern Art. Thanks to the successful fundraising campaigns of the Board of Trustees, the antique and oriental halls of the museum were restored, the exhibition funds of the museum were replenished, and cooperation with museum institutions of Ukraine and the world was established[25][26][27].
In the same year, he became head of the Board of Trustees of the Odesa Regional Philharmonic. Contributed to the release of the unique album "Music and Word" on the occasion of the 85th anniversary of the Odesa Regional Philharmonic[28][29].
In 2023, he became head of the Ukraine Rebuilding Alliance[30].
He is a connoisseur of rare old prints and unique manuscripts of the 16th-19th centuries. With his help, rare editions replenished the funds of the Odesa National Scientific Library and Odesa Regional Universal Scientific Library[31]. He bought the archive of photos of Vikenty Kugel and initiated the creation of the book "Vykenty Kugel. The photographer's view»[32]
