Location The office of the IRB is located in the Plot 15, Shimoni Road Nakasero, Old ERA House, Kampala, Uganda. Overview The Independent Regulatory Board (IRB) is an independent organ of the Eastern Africa Power Pool (EAPP) and has its origins in 2005 when the Governments of the Eastern Africa Countries signed the Inter-Governmental Memorandum of Understanding (IGMOU), to establish the EAPP. On January 20, 2012, the IRB was formally established through a resolution of the 5th Council of Ministers (COM) meeting and decided to be co-located at EAPP’s General Secretariat in Addis Ababa for the next foreseeable future until the conditions are deemed appropriate. The IRB board in its 5th Annual Board Meeting held in Kigali, Rwanda from 15th to 16th December 2022, resolved that the seat of the IRB Secretariat be in Kampala, Uganda. Following this, the 16th COM meeting held in Kampala, Uganda on February 3, 2023, ratified the seat of the IRB Secretariat to be located in Kampala, Uganda. Following the COM’s decision on the seat of the IRB Secretariat, the Republic of Uganda Cabinet at its sitting on 8th May 2023 at State House, Entebbe approved the seat of the IRB Secretariat is to be in Kampala, Uganda. Operations The IRB’s regulatory functions embrace technical, economic, and legal regulation of the EAPP regional power trade, together with administrative regulatory functions. Governance The IRB is supervised by a board of directors, chaired by Eng. Ziria Tibalwa Waako. The chief executive officer of the Electricity Regulatory Authority (ERA) of the Republic of Uganda.
