Jack M. Mintz (born 1951) is a Canadian economist specializing in public policy and public economics.

As the President's Fellow of the School of Public Policy (University of Calgary)..,[1] his research focuses on taxation, financial regulatory, and economic policy. He previously held the position of Palmer Chair and founding Director of the School of Public Policy from 2008 to 2015[2]

Mintz serves on the board of directors of Mackenzie Health, York Region, Ontario,[3] and the Aristotle Foundation for Public Policy, Distinguished Senior Fellow at the Macdonald–Laurier Institute, Senior Fellow at the C.D. Howe Institute, and research fellow at the International Tax and Investment Centre in Washington D.C., CESIfo Germany, and Oxford's Centre of Business Taxation. He is a regular contributor to the Financial Post and sits on the editorial board of International Tax and Public Finance.

Dr. Mintz was Professor of Business Economics at the Rotman School of Business and the Department of Economics at Queen's University. He has held visiting positions at Columbia Law School and New York University Law School, and he served as President and CEO of the C.D. Howe Institute from 1999 to 2006. Mintz has held various governmental roles, including Clifford Clark Visiting Economist at Finance Canada in 1996 and 1997 - providing advice on budgetary matters. At that time he was appointed by the Hon. Paul Martin to chair the Canadian federal government's Technical Committee on Business Taxation. He also chaired the Financial Investment and Planning Advisory Commission for the Alberta government in 2007 and Alberta Premier's Economic Recovery Council from 2020 to 2022.

Throughout his career, Mintz has been involved in corporate boards, including Brookfield Asset Management, Morneau Shepell, CHC Helicopter, and Imperial Oil. He has consulted for the World Bank, the International Monetary Fund, the Organization for Economic Co-operation and Development, and various governments and non-profit organizations.

Dr. Mintz became a member of the Order of Canada in 2015[4] and received the Queen Elizabeth Diamond Jubilee Medal in 2012.[5] He was awarded the Queen Elizabeth Platinum Medal in 2022[6] for his advice in support of Alberta's economic recovery. Additionally, he has been acknowledged by Who's Who Legal as one of the top global experts on corporate taxation since 2016 and has been named one of the most influential Albertans by Alberta Venture magazine in 2008 and 2010[7]

Born in Edmonton, Alberta, Canada, Mintz earned his Honours Bachelor of Arts in Economics from the University of Alberta in 1973, a Master of Arts in Economics from Queen's University at Kingston in 1974, and a Ph.D. in Economics from the University of Essex in 1980.
