I do understand it's costly, however, a government needs it's people as well. What good is the life of the government if it has no population to give them power. I understand some scientist, dr.s, and military will be saved but without chemist they will run out of medicine. Also horticulturists and botanists to grow these medicinal plants. Children will be needed to survive in case generations pass. Also people to care for and teach them. They will be needed for future positions and reproduction. What happens when the mechanic or engineer dies of old age. The human survival is more important than the government's. With no survivors they are useless.
