@Marcocapelle: I had assumed that the recent surge in fictional Fooian people... categories was because the author had mechanically copied the structure of the non-fictional people tree (75 such creations between 12 and 18 September, plus a few that were deleted), and that older stable categories tend to use characters, as for the root category. If you ask me, Fictional characters looks slightly better in the sense that characters are not made of flesh and bone, unlike people. Harry Potter is a character, not a person. However, the focus of this speedy nomination was more on replacing ethnic group by ethnicity, which I think is supported by C2C.
