I don't think it's the same situation. Fictional parent categories would be overpopulated because they're very broad. Fictional adoptive parents is a much narrower, more specific category, much like this one. If the fact that someone is adopted merits a category, I think the fact that they have adopted does, too. Doubly so, in fact, because while adoption is a common enough backstory for characters, most fictional characters have biological children (I'd say even the vast majority).
