Yes, and I've reverted his edits back to the last one you did. Per the discussion at WP:WPUS, law enforcement in the United States is government civil service and is funded by governmental budget at the appropriate level. I don't dispute this. I had removed it for organizational purposes, and asked Orlady to refrain from editing in this area until I was done.
