In 1935-1945, NKVD had separate and parallel ranking system which later was merged into one military standardized rankings. Commissar 1st Class of State Security was the second top rank. There were only nine recipients of the rank. All nine recipients eventually were convicted to the capital punishment (by firing squad). Out of all officials of this category, only Lavrentiy Beria was promoted to the next rank of Commissar General of State Security (thus not included in this category).
