In 1935-1945, NKVD had separate and parallel ranking system which later was merged into one military standardized rankings. Commissar General of State Security was the top rank. There were only three recipients of the rank. All three recipients eventually were convicted to the capital punishment (by firing squad) and never were rehabilitated.
