It's good to hear that growth in budget is slowing, per the plan. I think it's easy for us on the English Wikipedia to forget about how much the WMF does to support the existence of projects in other languages. Perhaps only a couple dozen Wikipedias are really self-sustaining and could get along without non-technical support from the WMF.
