Yes. Etymology sources trace "pillicock" as slang back to 1300, and "cock" standing alone to 1610. No snickers on my wording choice, please. Remember that the political cartoons were aimed at "common folk" and getting chuckles was often used, just as Shakespeare's plays contain much innuendo.
