That's an English transliteration of a Japanese transliteration of "Research Center for Silk Roadology."
- Senta = Center
- Shiruku = Silk
- Rodo = Road
"-gaku" is presumably "-ology", and "Kenkyu" "Research". DS (talk) 19:44, 29 November 2017 (UTC)
