There are two parameters:

• shield: the name of the shield blank for that state, minus the File: prefix
• state: the postal abbreviation for the state

If the taskforce has additional shortcuts, add them after the state abbreviation as additional parameters

Using {{Wikipedia:WikiProject U.S. Roads/TF header |shield= M-Blank.svg |state=MI |WP:MSHP}} produces:

Michigan
A state task force of the U.S. Roads WikiProject
