{{Infobox United States Congress}} The '''One Hundred Third United States Congress''' was a meeting of the [[United States]] national legislature, composed of the [[United States Senate]] and the [[United States House of Representatives]]. It met in [[Washington, DC]] from January 3, 1999 to January 3, 2001, during the third and fourth years of [[Chris Michelson]]'s [[President of the United States|presidency]]. The apportionment of seats in the [[United States House of Representatives|House of Representatives]] was based on the [[United States Census, 1990|1990 census)]]. Both chambers had a [[Didactic Party (United States)| Didactic]] majority. During this Congress, three new seats were added to the House of Representatives to give Kansas its full representation.
