The property owned by the Richmond Terminal Railway Company, hereinafter called the carrier, consists of a passenger terminal, tracks, and other facilities appurtenant thereto, located in the city of Richmond, Va. The owned mileage consists of 4.475 miles of first main tracks and 2.262 miles of yard tracks and sidings, aggregating 6.737 miles of all tracks.

INTRODUCTORY

The carrier is a Virginia corporation, having its principal office at Richmond, Va. It is jointly controlled by the Atlantic Coast Line Railroad Company and The Richmond, Fredericksburg and Potomac Railroad Company, hereinafter referred to as the proprietary companies, through equal ownership of all the capital stock. The records do not indicate that the carrier controls any common-carrier corporation.

The property has been operated by the carrier's own organization during its entire life, except for the period January 6, 1919, to February 29, 1920, when it was operated by the United States Railroad Administration. It is used by the proprietary companies as tenants.

CORPORATE HISTORY

The carrier was incorporated May 17, 1916, under general laws of Virginia for the purpose of constructing, purchasing, and operating a railroad with terminal facilities at Richmond, Va. The date of organization was August 10, 1916.

DEVELOPMENT OF PHYSICAL PROPERTY

The owned property of the carrier was acquired by construction, which was begun in October 1916. It was completed and turned over to the United States Railroad Administration for operation January 6, 1919. The work was performed largely by contractors. The records reviewed do not indicate that any of the contractors were affiliated with the carrier.
