The railroad of Hillsboro and Northeastern Railway Company, hereinafter called the carrier, is a single-track standard-gauge steam railroad, located in the southeastern part of Wisconsin. The owned mileage extends in an easterly direction from Union Center to Hillsboro, a distance of 5.487 miles. The carrier also owns yard and side tracks totaling 1.133 miles. Its road thus embraces 6.620 miles of all tracks owned. In Appendix 1 will be found a general description of the property of the carrier.

Corporate history.—The carrier was incorporated October 9, 1901, under the general laws of Wisconsin. The purpose of incorporation was to perform a general railroad business between Hillsboro and Union Center and to connect with the Chicago and North Western Railway Company at the latter point.

The carrier did not open complete books of account until July 1, 1915. The transactions occurring from the date of incorporation to May 1, 1915, were recorded on loose-leaf sheets which were not available for examination or were not recorded at all. For this reason the information taken from the accounting report is incomplete. The carrier has always been operated by its own organization. Its principal office is located at Hillsboro. The detailed facts as to the development of the fixed physical property are given in Appendix 2.
