Arcade and Attica Railroad

[edit]The railroad of the Arcade and Attica Railroad Corporation, hereinafter called the carrier, is a single-track standard-gauge steam railroad, located in the western part of New York. The owned mileage extends in a northerly direction from Arcade to Attica, N. Y., a distance of 27.813 miles. The carrier also owns and uses 3.189 miles of yard tracks and sidings. Its road thus embraces 31.002 miles of all tracks owned.
The carrier has a connection at Arcade with the line of the Western New York and Pennsylvania Railroad (Pennsylvania Railroad Company, lessee), the right of way, about 1.5 miles in extent, and the grading being owned by the Wellsville and Buffalo Railroad Corporation. The ballast, ties, rails, and fastenings on this connection are owned by the carrier.
Physical Conditions Affecting Construction
[edit]The country traversed is rolling, the soil being clay, underlaid with sand stone.
Economic Conditions Relating to Traffic
[edit]The principal products of the region are those of the farm.
Physical Characteristics of Road
[edit]Grading — The grading averages 27,000 cubic yards per mile, of which about 1 per cent is loose rock and 1 per cent solid rock.
Rail — The rail in the main track is principally 60 pounds, about half new and half re-lay.
Ballast — About 7.5 miles of main track are ballasted with cinders and slag. The remaining mileage is unballasted.
Introductory
[edit]The carrier is a corporation of the State of New York, having its principal office at Arcade, N. Y. The records reviewed do not indicate that the carrier is controlled by any individual or corporation, nor, on the other hand, that it controls any other common-carrier corporation. The property of the carrier has been operated by its own organization during its entire life.
Corporate History
[edit]The carrier was incorporated May 24, 1917, under the general laws of the State of New York, for the purpose of acquiring the property, rights, and franchises of the Buffalo, Attica and Arcade Railroad Company. The date of organization of the carrier was May 28, 1917. Pursuant to the above purpose, the carrier acquired at its organization the property, rights, and franchises of the railroad corporation named. The carrier, itself, and that corporation, together with its predecessors, total eight different corporations and comprise the line of corporate succession culminating in the carrier as at present constituted. The following chart shows the names of the corporations, the respective dates of incorporation, and for each predecessor the date of succession, the immediately succeeding corporation, and the manner of succession. Reference to each of these corporations is made in the last column by its respective number shown in the first column.

Development of Fixed Physical Property
[edit]The road owned by the carrier was acquired partly by purchase and partly by construction. Of the seven corporations that comprise the line of succession culminating in the carrier as at present constituted, two corporations did not construct any road or other common-carrier property. These companies were Attica and Freedom Railroad Company and Tonawanda Valley and Cuba Railroad Company (of July 12, 1881). The property constructed by the remaining corporations, the years when the various portions of the line were constructed, and the manner in which the carrier acquired the property are indicated in the following table, wherein, to facilitate comparison with the table showing the corporate succession, previously given, the same order of corporations is maintained:

Leased Railway Property
[edit]The carrier leases about 1.5 miles of graded right of way from the Wellsville and Buffalo Railroad Company at a yearly rental of $1. It also uses certain tracks and station facilities at Attica, N. Y., belonging to the Erie Railroad Company at a monthly rental of $20.
Predecessor Companies

[edit]The Buffalo, Attica and Arcade Railroad Company was incorporated October 15, 1894, under the general laws of the State of New York. No accounting records of this company were obtained. Therefore no information can be given from its accounts relative to its financial dealings, corporate operations, or investments. However, certain data indicated below were obtained from the company's annual reports to us and from other sources. The records reviewed do not indicate that this company was controlled by any individual or corporation on May 31, 1917, the date of sale, nor, on the other hand, whether it then controlled any other common-carrier corporation. The property of the Buffalo, Attica and Arcade Railroad Company was operated by its own organization from about January 1, 1895, to March 5, 1917, and from that date to about March 17, 1917, by receivers. Operation was suspended from the latter date to date of sale.
The Buffalo, Attica and Arcade Railroad Company acquired by purchase the property of the Attica and Freedom Railroad Company, consisting of approximately 56 miles of narrow-gauge railroad, extending from Attica to Cuba, N. Y. After acquiring the above-described property, the Buffalo, Attica and Arcade Railroad Company abandoned 30 miles thereof between Freedom and Cuba. The remaining 26 miles between Attica and Freedom were reconstructed to standard gauge in 1895, and in 1903 about 6 miles of this road between Attica and Freedom was retired, leaving approximately 20 miles of standard-gauge road between Attica and Arcade, owned by the Buffalo, Attica and Arcade Railroad Company on date of sale. Therefore no information can be given from its accounts regarding its financial dealings, corporate operations, or investments. However, certain data indicated below were obtained from other sources. The records reviewed do not indicate whether the Attica and Freedom Railroad Company was controlled by any individual or corporation on February 14, 1895, the date of its demise, nor, on the other hand, whether it then controlled any common-carrier corporations. This company owned on the date of its demise approximately 56 miles of narrow-gauge railroad, extending from Attica to Cuba, N. Y., which it had acquired from the Tonawanda Valley and Cuba Railroad Company.
Tonawanda Valley and Cuba Railroad Company

Therefore no information can be given from its accounts relative to its financial dealings, corporate operations, or investments. However, certain data given below were obtained from other sources. The records reviewed do not indicate whether this company was controlled by any individual or corporation on November 31, 1891, the date of its demise, nor, on the other hand, whether it then controlled any common-carrier corporations. The railroad owned by the Tonawanda Valley and Cuba Railroad Company consisted of approximately 56 miles of narrow-gauge railroad, extending from Attica to Cuba, N. Y. Of the 56 miles of road owned by the Tonawanda Valley and Cuba Railroad Company on the date of its demise, it had acquired approximately 20 miles from the Tonawanda Valley Railroad Company, about 6 miles from the Tonawanda Valley Extension Railroad Company, and about 30 miles by construction.
Tonawanda Valley Railroad Company

Therefore no information can be given from its accounts regarding its financial dealings, corporate operations, or investments. However, certain data indicated below were obtained from other sources. The records reviewed do not indicate that this company was controlled by any individual or corporation on July 23, 1881, the date of consolidation, nor, on the other hand, whether it then controlled any other common carrier corporations. This company owned on the date of consolidation about 20 miles of narrow-gauge railroad between Attica and Curriers, N. Y., which had been partly constructed by the Attica and Arcade Railroad Company and completed by the Tonawanda Valley Railroad Company in 1881.
