All the references seem to be primary sources: Bowker's book, Bowker's articles, the websites of organizations Bowker is affiliated with. To establish his notability we need significant coverage in reliable sources that are independent of the subject. Until his notability is established, Art Bowker should not be mentioned on the Bowker surname article.
As an aside, if you are Art Bowker, as your username suggests, you might want to read our guideline on conflicts of interest. Writing an autobiography is strongly discouraged. Huon (talk) 02:10, 6 August 2012 (UTC)[reply]

Hi Wikipedia!

My article Wikipedia talk:Articles for creation/Upload components was declined about a month ago by Avs5221, here is what I got as the comment: This reads more like a user manual for using the internet than an encyclopedic article. Please consider revising to fit encyclopedic standards.

Unfortunately the comment is not clear for me. I checked the encyclopedic standards multiple times and didn't find any violations in my article. I also tried to ask Avs5221 himself about more infomative comment but didn't get any reply.

So at the moment I am stuck with this, I'm not sure how should I change my article to fit Wikipedia standards.

Could you please point me to the right direction? What should I pay attention on?

I looked over the submission myself, and I agree that it looks like "how to" page. Formal encyclopedias don't contain articles on how to do things. An encyclopedia would confine itself to reporting what secondary sources have to say about the topic, but all of the references you have provided are primary. Tatratea Review

Hi All, First time editor/poster/everything here at Wikipedia. My article has lastly been reviewed and rejected. The reason for the decline was that it appears to read more like an advertisment. Following all the advices on 'Wikipedia en help' I tried to improve it and I think the article has made a good progress. But before to ask for a re-subsmission I wanted to get a new feedback from you if possible. Do you think other things need to be changed? Many thanks for all your help. Just one more question, I cannot find anymore the button 're-submit', does anyone knows where am i supposed to click to re-submit it ? Cheers

Thanks for the time spent reviewing this article Review of Wikipedia talk:Articles for creation/Anthony N. Michel. I am unsure as to why this article is being declined and need some assistance at this point.

In “Wikipedia talk: Articles for creation/ Anthony N. Michel”, in the third item labeled “W”, it is stated that one can ask for assistance with experienced reviewers either at the “help desk” or at a “live help chat”.

In the following, I will make reference to the latest version of the submission (declined in July 2012).

1) In “Wikipedia: Notability (academics)”, the first sentence states. “Criteria: Academics/Professors meeting any one of the following conditions, as substantiated through reliable sources are notable.” …. Nine criteria are listed.

Criterion 3. “The person is or has been an elected member of a highly selected and prestigious scholarly society or association (e.g., National Academy of Sciences or the Royal Society) or a Fellow of a major scholarly society for which that is a highly selected honor (e.g., the IEEE).”

According to the reviewer, the Wiki submission for Anthony N. Michel was declined because it failed to demonstrate Michel’s “notability” through reliable sources ( July, 2012). However, this submission includes as one of Michel’s awards the election to Fellow of the IEEE in 1982. The verifiable source for this claim is reference 7 of the Wiki submission. Question: Since the Wiki guidelines specify explicitly the election to IEEE Fellow as one of the single conditions of “notability”, why was the present submission declined?

2) We believe that Michel is “notable” under the Wiki guidelines on other accounts (Criterion 5 in view of reference 5 in the submission; Criterion 8 in view of reference 13 in the submission; and Criterion 2 in view of references 8-10 in the submission). However, it is not at all clear how one could make a convincing case for this under the present Wiki reviewing procedures.

Question: Do all references that are cited in a submission need to meet one of the “notability criteria”?

The reference for the IEEE fellowship is a primary source, namely the IEEE itself. For all I can tell, so are all other references too. But Wikipedia content should be based on secondary sources, such as newspaper articles or scholarly articles discussing Michel's work (not written by Michel himself!). Primary sources may be acceptable to expand on a point made by a secondary source, but they should always be used with care, and as I said, content should not be based solely on them. If the photo comes with a free license, in particular one compatible with the CC-BY-SA 3.0 license, you can upload it to the Wikimedia Commons via their Upload Wizard. You may need to provide evidence of the licensing; see this Commons page for details on how to do so. Once a photo has been uploaded, the picture tutorial explains how to add it to an article.
However, what your draft needs are reliable sources that are independent of the subject, such as newspaper articles, both to establish Usman Ullah Khan's notability and to allow our readers to verify the article's content. I have no idea if or where the "one-on-one interview" currently mentioned as a reference has been published, and even if that could be clarified and it has indeed been published in a reliable publication, it's still Usman Ullah Khan talking about himself - a primary source. Without reliable secondary sources, your draft will not be accepted.

Sources must be independent and reliable. I do not consider Sabrina: Wrestling's Wonder Woman as reliable as the New York Times or the Washington Post.
